In confirmation of our measures related to developing the university education environment and improving its mechanisms through comprehensive digital transformation and automating its academic and administrative processes, the Ministry of Higher Education and Scientific Research reiterates the integrity and legality of its approved formats, particularly fees for the higher education platform, which are included in the package of services provided by universities pursuant to applicable laws, instructions, and legislative decisions. In this regard, the Ministry calls for accuracy and caution in circulating certain concepts and interpretations on social media platforms regarding free education, and the need to clearly distinguish between secondary service fees and tuition fees covered by the provisions of Law (25) of 2016 and Law (22) of 2024.
Based on its legal powers and its responsibility to manage the higher education and scientific research sector in Iraq, the Ministry of Higher Education and Scientific Research continues its development paths in the field of digital transformation and automation by adopting more than (120) advanced systems to consolidate smart governance and integration between students, professors, and administration in a modern digital environment, enhancing the global standing of Iraqi universities, and strengthening their presence in the field of comprehensive digitization.
