Student discipline instructions in institutions of the Ministry of Higher Education and Scientific Research

Article (1) The student shall abide by the following:

First: Compliance with the laws, regulations, bylaws, instructions and orders issued by the Ministry of Higher Education and Scientific Research and its university institutions, the institute body.

Second: Not to prejudice religious beliefs, national unity, or national sentiments by maliciously or deliberately inciting sectarian, ethnic or religious strife, by word or deed.

Third: Not to offend the reputation of the ministry or its institutions, by word or deed, inside or outside it.

Fourth: Avoiding everything that contradicts university behavior, such as high discipline and respect for the administration, faculty, staff, fellowship relations and cooperation among students.

 

Fifth: The correct, disciplined behavior that will positively affect him upon appointment and nomination for scholarships and fellowships.

Sixth: Refrain from doing any act that would disturb the order, tranquility and tranquility inside the university campus of the college or institute, or participating in it, inciting it, or covering up those in charge of it.

Seventh: Preserving school supplies and property of the university, body, college or institute

Eighth: Not to prejudice the proper conduct of studies in the college or institute.

Ninth: Adhere to the uniform prescribed for students, taking into account the privacy of each university or body separately.

Tenth: Avoid calling for the establishment of organizations that would deepen discrimination or practice any kind of political, religious or social persecution.

 

Eleventh: Avoid advertising for any party, political organization, or ethnic, national or sectarian group, whether that is by hanging pictures, banners and posters, or holding seminars.

Twelfth: Not to invite party figures to give lectures or hold partisan or religious propaganda seminars inside the university campus in order to preserve national unity.

 

Article (2) The student shall be punished with a warning if he commits one of the following violations:

First: Non-compliance with the uniform prescribed by the university or the body.

Second: Offending the fellowship relations between students or transgressing it by speaking against one of the students

Article (3) The student shall be punished with a warning if he commits one of the following violations:

First: Indeed, “he must be punished by warning, even though he had already been punished by the warning penalty.

Second: Violation of order, tranquility and tranquility in the university, commission, college or institute.

 

Article (4) The student shall be punished with dismissal for a period of (30) thirty days “if he commits one of the following violations:

First: Indeed, “he must be punished with a warning, even though he was previously punished with a warning.”

Second: He oversteps it by saying against one of the university’s employees who is not a member of the faculty.

Third: His defamation of a faculty member with what offends him inside or outside the college or institute

Fourth: He places posters - inside the university campus - that violate public order and morals.

 

Article (5) The student shall be punished with temporary dismissal from the university for a period not exceeding one academic year if he commits one of the following violations:

First: If he repeatedly committed one of the acts stipulated in Article (4) of these instructions.

Second: He practiced or incited sectarian or ethnic blocs, or political or partisan gatherings inside the university campus.

Third: He actually assaulted one of the university’s employees who were not members of the faculty

Fourth: His use of violence against his fellow students.

Fifth: The threat of armed violence.

Sixth: Those who carry weapons of all kinds, with or without a permit, inside the university campus.

Seventh: Deliberately or with gross negligence causing damage to the property of the university, commission, college or institute.

Eighth: His insulting to national unity or religious beliefs.

Ninth: He oversteps it by speaking against one of the faculty members inside or outside the college or institute.

Tenth: Offending the reputation of the university or the authority by word or deed.

Eleventh: Deliberate breach of the proper conduct of the study.

Twelfth: It is proven that he committed fraud and deception against his fellow students and members of the college or institute.

 

Article (6) The student shall be punished with final dismissal from the college or institute, and by a decision of the university or the authority, and his registration shall be permanent if he commits one of the following violations:

First: Repetition of one of the violations stipulated in Article (5) of these instructions

Second: He actually assaulted a faculty member or lecturer at the university, commission, college or institute.

Third: He did a disgraceful act and contrary to morals and public morals

Fourth: He submits any forged documents, books or documents, knowing that they are forged, or that he is one of the instigators of forgery.

Fifth: It is proven that he committed an act that violates security and tranquility inside the university campus, or his participation in it or assistance in it.

Sixth: When he is convicted of a felony or misdemeanor involving moral turpitude, the period of his sentence for which exceeds one year.

Article (7)

First: The imposition of the penalties stipulated in Articles (2), (3), (4), (5) and (6) of these instructions on the violating student does not prevent the imposition of other penalties if the violation falls under the penal laws.

Second: If a criminal case is brought against the student for an act attributed to him outside the university or institute, the consideration of it shall be disciplinary, pending a decision on the criminal case.

 

Article (8) The dean of the college or institute forms a student disciplinary committee headed by the assistant dean and membership of two faculty members, provided that one of the committee members is legal and a representative of the elected student union, and one of the administrative staff is assigned the work of the committee’s decisions.

 

Article (9) No disciplinary penalty may be imposed unless recommended by the Student Officers Committee.

 

Article (10) The disciplinary penalties stipulated in these instructions are imposed by a decision of the college or institute council, and the council may delegate its powers to the dean of the college or institute.

 

Article (11)

First: The penalty for warning and warning is final.

Second: The student who has been dismissed from the college or institute for a period exceeding (30) thirty days may “object the dismissal decision to the college or institute council, and its decision is final.”

Third: The student who has been dismissed from the college or institute for a period of more than (30) thirty days may “object the dismissal decision to the president of the university, and his decision is final.”

Fourth: The student who has been dismissed from the college or institute for a “final” chapter may object to the dismissal decision before the University Council, and its decision is final.

 

Article (12) The student may object to the dismissal decisions stipulated in clauses “Second”, “Third” and (Fourth) of Article (11) of these instructions within (7) days from the date of being notified of the decision issued against him. If it is not possible to notify him, he may The right to object within (15) fifteen days from the date of publishing the dismissal decision on the notice board.

 

Article (13) The decision of the penalty shall be posted on the notice board in the college or institute for a period of no less than (15) fifteen days.” It shall be notified to the student’s guardian in writing.

 

Article (14) The Higher Education Students Discipline Instructions No. (19) for the year 1989 shall be repealed.
